Holguin: Provincial Council meets

consejo de defensa provincial okThe Provincial Council of People's Power of Holguín met this morning at the Government headquarters, with the participation of Ernesto Santiesteban Velázquez and Julio César Estupiñán Rodríguez, president and vice-president, respectively, of the Provincial Defense Council.

At the beginning of the meeting, the presidents, vice presidents and municipal mayors approved the agenda through the videoconference system, as part of the measures to confront Covid-19.

Then the members of the Council checked the agreements of the previous sessions and the orientations of the State, Party and Government, as well as the evaluation and/or approval of activities proposed by the administrative entities.

One of the topics discussed was the creation in each municipality and province of the Technical Advisory Councils, consultative bodies, whose purpose will be to study and issue recommendations related to their activities for decision-making based on the application of science, technology and innovation, as established by Decree Law 28 of 2021, adopted by the Council of State last February 16 and published in the Official Gazette of the Republic.

On the subject, Alejandro Torres Gomez de Cadiz, Delegate of the Ministry of Science, Technology and Environment in Holguin, referred to the constitution of the Technical Advisory Council in the province and the need for the creation of its counterparts in each of the municipalities, whose payrolls will have experienced people to contribute knowledge to these activities.

"It is not enough to create it, it is a tool for the work of the Government and it must work proactively", said the Doctor of Science.

"We must review all the activities and create support advisory councils to be able to advance in the programs, tasks and objectives, it is important that the mayors in each municipality are linked to the work of these commissions, to the exchange of experiences in them to make a government from innovation, science and technology," asserted Estupiñán Rodríguez.

In conclusion, the 38 indications of the two governmental visits made to the province between August 2018 and May 2019 were reported, of which 28 were fulfilled and 10 are in process.

Among the main results stand out the approval of the Factory of Agricultural Equipment and Implements "26 de julio", it received the notification of its transitory approval as an exporting entity, which will allow the commercialization of its products without intermediaries.

Fishing has made considerable progress as a result of the points made, but "they must create the conditions to increase the production of fingerlings and their commercialization, since other entities are interested in fish production but do not have them", said Ernesto Santiesteban.

 Regarding the Municipal Self-Supply Programs and the application of science and technique to increase agricultural production, the also Party secretary in Holguín said that "a lot of work and dedication is needed so that each Holguinero has the 30 pounds of food that we project for each month. Undoubtedly, progress is being made in the fulfillment of the indications that directly affect the quality of life of our population, with a better result for the next visit".

In the case of fuel theft, the province recorded during 2020 a consumption of 3 million liters higher than that marketed in 2019, as a result of the sale of gasoline and diesel to private transporters, which evidences a considerable decrease in that crime.

Later they analyzed the tourist development of the province and the construction of camping bases in Banes, "Frank País", Antilla, Gibara and Moa.

Concluded the analysis of the indications, the members evaluated the results of the management of the Council of the Municipal Administration of Cacocum, besides the behavior of the Energetic Program.

Regarding the latter, Rosell González Pérez, coordinator for the Transportation and Communications Programs, explained that before the Ordinance Task, the payment of the electricity tariff was of 53 pesos as average, and at present it is 158 pesos, but with a lower electricity consumption. He also informed about the 700 clotheslines that currently exist.

"We need to evaluate the solution of the collective meter-counters, because since the application of the new tariff in the municipality of Holguín, dissatisfaction arose among the beneficiaries of the service, which may happen in other territories", Santiesteban Velázquez pointed out.

At the end of the session, the Demographic Situation Program and the fulfillment of the Strategy for the recovery of the Nim and Oilseeds Programs were analyzed.
